Shim out the bottom hinge and it likely fixes the issue completely. Also adding a longer hinge screw on the top hinge will pull it tighter to the jam.

if that doesn't quite move it enough in place, you can insert 2 inch or 3 inch deck screws into the top hinge at an angle for it to bite the framework
