As a former Quality assurance inspector for a hotel, I've seen cleaners clean the bathroom with a rag then wash the cups with it.

I worked in hotels. We weren’t ever allowed to change the blankets on top. If there were stains. You were supposed to flip it over. The cups they said to wash in the sink and throw on a new wrapper.
