Because they were at Rivendall for the secret meeting. They would have had to backtrack towards the ring wraiths tracking them. Also the pirates from RotR were working for Sauron.

because they originally were ONLY supposed to deliver the ring to Rivendell. where gandalf wanted elrond to decide what happened next. he never wanted Frodo to go to Mordor

um maybe bc a thousand troops patrolling would easily be able to spot track and cutoff a boat going down the river and beyond hard to hide lol and again any shire boat couldn't handle sea even shore

Pirates, and sea was not safe in general. Ulmo I doubt would allow the ring in his waters, plus it is the Sundering Sea, full of monsters.
