People say the dog should have a muzzle but that's irrelevant if all dogs are on the lead then it wouldn't of happened anyway.

I constantly have little dogs run up on my rottie while he is on a lead and it's deemed ok but if my rottie did the same it would be a problem

the only time imo a dog could b allowed off leash is if they have impeccable recall if not then do not b surprised when a leashed dog attacks the off lead dog

The Dutch Shepherd looked like it was defending its owner to me. Maybe it’s it’s keen it should have been muzzled but definitely not their fault

If the lead dog owner knows what her dog may do then it needs a dog mouth guard and his at fault.

As a big dog owner.. I would love to see around the world everyone put their dog on a leash.. My dog is friendly but he can respond if a dog gets a little agro
