The neighbors can go to city planning, pull the drawings and take him to court. For the value of the trees as they were when he chopped them down.

There was a lawsuit over just that very thing! Guy wanted a better view . He had to repay for and replant every tree.

It's against the law. He will have to pay what the tree is worth and if they are older trees they will be worth more.
