Prowling and loitering in the parking lot with closed businesses the cops have the right to stop you and question you as to why you’re there if he had just cooperated, they would’ve checked his information making sure there wasn’t any warrant or anything and that he wasn’t a person of interest and they would’ve just asked him to move along, but instead he had to be uncooperative and suspicious so they detained him
