I don’t think this is true because my house was literally built with it right up against it and it gets as hot as hell in the summer. The only time it’s ever caught on fire when a cigarette spark….

2-3 inches of mulch cannot spontaneously combust as it does not have trapped oxygen (like in compost piles). It can catch fire from a source though.

when j worker for a tree/landscaping business the owner didn't Care he'd do it right up to the house sometimes wooden and then he'd do like 20 inches deep of mulch saying it will compact down

I heard this is because it starts to compost especially in thicker piles of mulch same thing with hay. You should be fine if it's a thin layer of mulch.
