Actually the officer is correct. Some municipalities code is if music can be heard from the Street or your Bedroom window no matter what time it's a violation.

Literally just called PD on the car wash across the street from my apt. I can hear it over my TV. Been like this al day. It’s always like that though. Excessively loud mariachi style music with bass.
