It's a good start! My cats did the same thing. I fixed it by added a 45 degree board that angled back towards the ground. They will get stuck in the upside down V that it creates.

I’ve seen our barn cats scale anything you can think of. Not sure if there is a cat safe fence

I did the same and it took them 1 day to escape. Even did the rollers and 45 degree angle. They figured out to get out where the fence attaches to the house. (and there's 1 inch of space). Now they get playtime in a large outdoor dog kennel, with a roof. A neighbor uses a chicken coop for their cats. Works great - - even an indoor part
