I had an issue where a debt had been listed over and over again. Every 6 years the collector sold the debt to another one and the new one relisted the debt, and this has been happening for nearly 15 years

How does that work for rental car companies (dodgy debt I.e. insurance fraud) that you never admitted in writing nor have they taken legal action beyond pressing the insurance company?

Pretty much if it isn't a court ordered debt ignore phone calls for 6 years and you're clean. If you don't have assets worth over 10k on paper no one will come looking.
