Was the guy diverting the k9’s attention from whatever the handler was attempting to have it do? Only feesible way to justify that arrest would be proving he obstructed the dog from working

The officer should have lost his job and the dog put down. I know this is old. But if I let my dog bite someone the dog gets put down and I get sued
