I ran a 13hp carb, when I figured out that the emulsion tube needed a little more air to majorly wake it up, holy crap was it fun. Before it only ran good when it was turning 8K

How are you able to pump fuel through that fitting on the valve cover spacer into the engine? If you tried that it would pump fuel into the valve train

What you don’t get a puls from the pump from the venting of a 4 stroke , you have to pull vacuumed from the intake
