This is a stroboscope: your phone camera has a frequency and the tiles do too. If the tiles repeat much faster, the frequency gets "aliased" which means that you see a lower frequency than it is.

you camera has a fixed frame rate that is saving the video as you record but your speed is variable so at one point you are going fast enough to see the lines are just flickering but then you speed up
