Android starts wifi automatically periodically, once I managed to accept a voip call after waking up, then realizing the wifi was off.

No, that's not how Wi-Fi connects. it uses the BSSID to connect, which is a 48 bit address formatted like a MAC address (and often is the AP's MAC). the name is just for humans.
