I think the reason catcalling is still a thing is bcs there is a large subset of women who respond positively to it. This is y so many, mainly older men, still do it bcs it has worked for them before

I also dislike catcalling (as a guy) and could never see myself engaging in it. However I don't think that framing bad behaviour caused by incompetence as malice is helpful since it may just further the divide between men and women. It's definitely done with malice at times but most commonly it appears to be done as a really shitty attempt at flirting. Important to note also that it's mostly done by men who have more toxic masculinity do.
