why don't they put nets and therefore secured area's to swim in ?? and overviewing with drones When sharks are coming ? nothing is done??

I've seen how sharks move. I watched from the balcony while on vacation stalking a couple walking along the beach. It swam right next to them as they were walking. It's been 10 years. No more beaches
