HR here, most companies do not do annual reviews in an ethical/fair manner. It’s about fitting the budget for raises. Part of the reason I left corporate HR.

My boss loves to take credit when he’s done absolutely nothing. We know he does this so when we can we circumvent him so he can’t take credit. We also don’t give him all the answers. He’s got to work

you learn all about this in an mba. if you give people above and beyond it means their job is too easy for them. you have to promote them or replace them with less good people.
