Looks like possibly a bad switch, something isn't sending power to the relay to cause it to send power to the headlights @checkenginechuck has a lot of good videos on electrical diag

Needs power to the relay to turn the relay on, that’s why it’ll work when you manually push the contacts on the relay together.

either the switch in cab or an issue with the wiring from switch to relay. relay isn't your issue. find signal wire from cab and check continuity at relay
