They do moist flushable wipes! I use them after spicy food as a luxury… the reason it’s not always used by people is cost!

I'm gonna guess that it was/is cheaper to mass produce dry paper and as a result people just got used to it...Also back in the day people using newspaper when there was nothing else....lots of factors
