The only answer I have for you is the powder you use might not be clingy to the face. I’m assuming you have a setting spray but might not be absorbing and setting correctly.

Good setting spray and translucent powder on the neck helps, but I have yet to solve it entirely, sweat and oil still leaves some behind. it's why I don't wear white 😂

I would guess you touch your face and then your shirt. Could be a fidget thing from adhd. You may not even be consciously doing it. Maybe you should wear a cloak until you leave for protection.
