So Im work construction. The home is probably insulated and completely finished or it wouldn’t have passed inspection. My guess is someone had a different idea on how they wanted the house to look

Ok hear me out... I'm a construction guy, done a lot of framing and sheeting, and this does not look unfinished. It's an intentional aspect of the design, which means it was assembled very carefully.
