The double yellow doesn't matter to the point of who's at fault. If on that section of road the pov driver has right if way the other car should have yielded and halted attempting to turn.

Other car likely had right of way to turn in the intersection before cam car comes in on an unexpected route, given you can’t enter via left turn from that lane, and attempts to turn without looking

Y’all sound dumb saying double/quadruple yellow. If I run a red and a few hundred feet a car pulls out and I hit them. They are still at fault for not insuring they had a clear lane.
