This is due to you eating less so it is trying to conserve energy as well as due to being a smaller person. (smaller person equals less mass which equals lower maintenance.) most of the people complaining about being at 1000-1250 cals have less than 5k daily steps. Before you reduce your cals anymore try to increase activity to 12-15k+ steps
