Kinda close, by watering it down you're diluting the preservative ability of the sugar. Botulism won't grow because botulism needs an oxygen-free environment and the jar is open. but other stuff can

it isn't as safe to leave open for long periods of time (even in the fridge) but no botulism. it requires an oxygen free environment.

you are diluting the concentration of the original liquid which is where bacteria could grow, not directly from the water. keep them refrigerated and eat soon.
