It’s a racket. The traffic management company is paid by the contractor. The contractor then bills the council at the end. The longer it’s in the road the more the contact costs. This is why HS2

Council responsible for roadworks. Funded by tax payers. Traffic management equipment is hired not owned £7.50 a day for one cone.

This happens all the time where I live. Traffic lights not required but just left all weekend because nobody can be bothered to move them.
