Cold plasma is a plasma in a non-equilibrium state. In contrast to hot plasma, the temperature of the electrons in cold plasma is about two orders of magnitude higher than the temperature of ions and molecules, which is roughly the ambient temperature. These plasmas can exist at temperatures as low as 30°C, so they are absolutely safe to touch!  ‎ ‎ ‍⁠‌
