just throwing seed down isn't going to do much, it needs soil to seed contact, you need to press it in

You've put down way too much seed. Read the back for the recommended rate. Too much seed can stunt growth and increase disease.

It will remain patchy due to lack of sunlight because of how high the fences are. I think you may have put too much down, and you should have airated first (spike all over to let air into the soil)
