If you missed a previous share, Ms. Wickson is a victim of domestic violence who then received sexual texts from a cop, in this city, still working. This is her lawyer’s response:  Amy Matychuk: I'm very happy to see my client Ms Wickson's matter get some media attention as a result of the LERB hearing this week. I'd like to highlight my main concerns with @neufeld mark's handling of this matter, as reflected in my submissions on Wednesday.  First: I am concerned that the Calgary Police Professional Standards Section does not understand its obligations under the Police Act. I will explain why. The misconduct at issue here occurred on February 19 and 27, 2021.  My client Ms Wickson declined to make a complaint about St David Keagan when asked in May 2021. CPS began its own internal investigation that same month. However, Ms Wickson did make a complaint under the Police Act regarding the misconduct within one year, as required. During Wednesday's hearing, counsel for @neufeld mark made much of Ms. Wickson's refusal to make a complaint in May 2021. This is irrelevant. The Act does not say that complainants shall be given 1 chance to make a complaint. It says they have one year to do so. She did. Further, on September 8, 2022, CPS informed Ms Wickson that it would not investigate her complaint because it had been resolved internally. CPS appears to be under the impression that it can dismiss public complaints made about matters already under internal investigation. There is no authority for this in the Police Act. Where a complaint meets legislated requirements, the chief SHALL cause it to be investigated. No provision of the Police Act allows dismissal of a public complaint by reason of the existence of an internal investigation. Second: I am concerned that CPS fundamentally misapprehends the seriousness of the conduct at issue here. In many professions, sexually suggestive communications with a vulnerable person would be cause for termination of employment, if not professional discipline. Why is CPS so quick to defend its internal practices, which resulted in the mild sanction of 20hrs of forfeit pay? Does @neufeld mark not understand that misconduct like this disturbs public confidence in police officers? Or does he simply not care? Both should concern us. Third: I am concerned by the degree to which Ms Wickson's character has been at issue during these proceedings. For example, the Presiding Officer who determined the sanction in this matter accepted the submission that Ms Wickson was

There is no evidence to support this inference, but more importantly, why was it considered appropriate for discussion in a quasi-judicial venue? Why was it relevant? Did Sgt Keagan not have a responsibility to act professionally regardless of how a complainant behaves? On Wednesday, counsel for @neufeld mark suggested that Ms Wickson only raised the issue of the texts she received because of possible criminal charges against her. Ms Wickson was not charged with a crime. But once again, why was speculation in this area even permitted? These proceedings exemplify the reasons why victims of sexual harassment don't report: they are patronized, ignored, subject to inappropriate, invasive questioning, and brushed off as “asking for it.” @neufeld mark, is this the culture you want to foster at @CalgaryPolice? I hope the Law Enforcement Review Board will make the right decision, which is that this process failed Ms Wickson. It failed to respect her rights as a complainant under the Police Act. It also failed to show that public accountability is truly a value at @CalgaryPolice Lastly, CPS failed to respect Ms Wickson's role as a witness to a possible crime. Ms Wickson contacted the @CalgaryPolice to report a crime: intimate partner abuse. Can we be sure that her reports were taken seriously, given Sgt Keagan's misconduct?
