A couple things: call the health and safety department in your town. Refused to pay rent until AC is fixed, invoice the bill of the AC unit you bought. That’s what I did in FL and the issue resolved.

Have you reported the broken ac to your landlord? Not getting below 87 and that much in electricity would point to a refrigerant lack or a broken fan, both of a which aren’t your responsibility

Yea your appartment is most likely wired to one electrical panel and billed to one unit and your land lord probably just lets you pay it happened to me for years until I had an electrician come

Seal your windows with plastic!! They sell it at Menards and Lowe’s it had a sticky tape and they you blow dry it to make it tight. I used it growing up poor😭😂 it saves a lot of money on heat/ac
