CPC could form govt with support from the BQ as long as they get some Quebec carve outs. They aren’t as strongly ideologically opposed as the NDP or Greens are.

I think a ranked ballot is easier to understand. Everytime I see PR explained I'm confused how the individual would gain a seat if they couldn't get more votes than the other candidates

You’re both right and wrong. 😉. In some proportional systems, proportionality might be done on a regional/provincial basis, meaning the BQ would still get a lot of seats. Basically “it depends”.
