While I’m not saying this is a reason but swim suit colour is another thing that would of made it difficult for him to see a child underwater. Also where were the parents for 4 mins I’m a parent and my son never goes more than meter from me or my wife in the pool

if anything it is the people who assigned him to be there on duty by himself, there should have been other guards and it took him longer to notice because he was the only guard on duty.
