there is a sign at the front of the bus which states capacity. one WC removes seating and standing cap. they cannot carry 2 WC pax for health and safety. same as pushchairs - cannot be on if WC is on

This is a situation that must have been frustrating for the both of you, but at the same time, I think it's for safety as there's only one space specified for a wheelchair.
