a tag, vin have to be registered to the vehicle they're placed on. that's the law that he broke. Aside from that he popped his own tire, he was warned not to try to flea the stop. totally lawful

He doesn’t need probable cause to look at your license plate it’s in plain sight. It’s an exception to probable cause. Same with the VIN plate.
