I think it is by area, volume and weight. you only need the cube root for volume if all 3 dimensions change at the same rate if the big cheezit is the same height as a regular cheezit

it's not that deep. make a square of 16 normal cheez-its and that's what they mean. which, incidentally, is 16x the area and the volume

My guess wqs also by area. The picture looks maybe 4x larger on a side, and also, 16 is too random for the announcement. It must have been chosen due to being 4x4.
