I think authors draw the line but the reader i think ultimately chooses how it’s interpreted to them . Just my thoughts.

My understanding is Historical Fiction is a completely made up story, like all fiction BUT is set in a specific time/place/event that actually happened. Nonfiction is presenting facts.

I believe it is a "narrative nonfiction." The conversations, etc are based on facts vs. a novel where some events are fact, but talk and thoughts are largely made up. That's how I think of it anyway.

Sometimes books are listed with the Library of Congress as both fiction and nonfiction. Go Ask Alice is an example of this. I think the author decides.
