Mix in the oil until the mixture binds. Gradually add warm water, kneading to create a firm, soft dough. Set aside. Filling: In a food processor, blend peas, garlic, ginger, cilantro, and chilies to achieve a coarse texture. In a pan with heated oil, add fennel and cumin seeds followed by the blended mixture. Cook until dry. Incorporate spices and salt, stir well, and allow to cool. Form dough into lemon-sized balls. Assembling Kachoris: Roll out a dough ball into a small disc. Place 1-2 tsp of filling in the center, sealing with the dough edges. Gently roll it again to shape the kachori, ensuring not to overfill. Heat frying oil in a pan. Fry the kachoris in batches over low to medium heat until golden brown on both sides. Drain on paper towels.
