The only way I understand this is if the owner got like dementia and other family was not able to care for a pet so they thought this was the best option for them to have a decent life.

I had to do this with my dogs a couple years ago, i didn’t want to but my parents divorced and they didn’t have a place to go they have a new happy home now though i just wish i got to say goodbye
