The police doesn’t even know the case law. Terry v Ohio allows the police to a limited pat down only when they have reasonable suspicion that the dude has a weapons. If somebody saw him with a weapon or if there’s a bulge poking out that looks like a weapon. The cop doesn’t even know the case law he’s trying to cite
