You can buy a USB with a lightning connector or a usbc connector depending on which phone you have, then you can move the photos on there. Otherwise upgrade your iCloud storage to the 1TB or 2TB (1/2)

I’m in tech! Get an external hard drive that is 1TB - also I have google photos and upload all my photos there. Then delete off my phone.

You can also get Google drive with a gmail account - put stuff on there in folders and they are stored safely so you can delete off phone and access them whenever u want :)

icloud+, it’s around $15 a month for 2TB (which you’ll never use up entirely i promise) and it allows you to have a lot of apps on your phone and keeping photos in a seperate storage
