No. Penalties are given for almost sure goals. That brings it more to 50/50 and more players would foul in sure goal situations

This was only done if the game ended in a draw. They still had penalty kicks for any foul that happened inside the penalty area

thing is, the shootout format really only works in Hockey as they are awarded to a player who was illegally denied a 1v1 breakaway with a goaltender, and are meant to replicate those conditions.
