Cut potatoes into chunks and add to a large pot of salted water. Boil over medium-high heat, then cover, reduce to low, and simmer until tender, about 15-20 minutes. 2. Drain and season with butter, cream, and 1 teaspoon of salt. Mash until smooth. Set aside. 3. Heat olive oil in a large skillet over medium heat. Add onion, bell pepper, and garlic.
