As a USACE Ranger and past lifeguard, we never go in the water after someone. To much heavy gear even without a drowning person trying to pull you under to save themselves.

As former lifeguard, a Scuba diver for 50 years. I would never advise someone to attempt a water rescue without proper equipment.
