Love all the use of force experts. Pepper spray can be used on a handcuffed person. If they are non compliant. It stops the kicking and the studpify without using higher levels of force like taser

Spraying a handcuffed person is perfectly reasonable. Spraying in a confined space that now must be decontaminated…not the best choice.

You would absolutely get reprimanded in the department I work for if you done such a thing. Especially to a handcuffed person. Not to mention I would be pissed off if that was my patrol car.

They have restraints for arrested individuals that are a harm to themselves or others.To pepper sray an already detained individual is assault and grounds for a lawsuit. No matter how anoying they are
