Google Maps, no ladder up tank side, vent pipe to upper curve. This would have been Jason Bourne stuff but it’s possible. Can’t tell the height of the vent on GM.

That looks like a shadow from the top piece of tower. Shadow dissappear with clouds possibly. Also how far away was tower?
