I thought the story was that the ring is doing it's best to get back to its true master. Smegol was hiding away. Frodo was bringing it back to its home. And tried passing it to powerful people.

I always felt that Smeagol was essentially supposed to be a weak willed character to begin with. Like he wasn't particularly liked before he found the ring.
