ironically security software is the most likely to cause something like that because it has to run at the kernel level. I also have no clue how you would design around that.

To make systems more resilient for this case we need redundance in the operating system level. We have 2 other operating systems used world wide: linux and mac os.

Booting into Safe Mode (can require Bitlocker Recovery which is PITA) delete a system file and reboot. Image that process with millions of computers.
