She likes to troll her brother ITS NOT THAT SHE LOVES HIM. She thought that brothers getting into their sisters might be typical teenage behavior due to it being a fairly common occurrence in the media she consumes. She liked to think he's attracted to her as a boost to her ego since she otherwise suffers from low self-esteem. And she was so lonely and desperate for a boyfriend that she was willing to toy with the idea of hooking up with her brother. However, whenever Tomoko actually thought he was showing real interest in her, she always freaked out. And since her situation at school improved, she's long since stopped making any such overtures toward Tomoki (showing she never really liked him in that way anyhow).
