It’s probably just not appealing from a viewer standpoint to keep introducing more new characters to be pivotal halfway thru the 2nd season and midway thru the main conflict

the point of replacing Nettles by rhaena is to make Rhaena fight. If Moondancer has barely harched, Rhaena won't mount them during the war. They want to give her a bigger role.
