It's seems like the disable seats has been occupied. If that's the case, he has to wait for another empty one. I had faced same issue when my mom on wheel chair, just have to wait for another bus.

Just personal view. Maybe buses need to improve with automated ramp where captain can activate at Captain seat, as population aged, very stressful for bus captains too.

I think the driver wanted to lift the ramp for him to come up but he was already halfway up. It’s stated in the bus, if bus is crowded stroller must be folded.
