This maybe a franchise, not all stores are corporate. If so maybe the owner/ operator is charging due to paper cost or fountain syrup cost. MOST PEOPLE ASK FOR WATER CUPS AND GET A FOUNTAIN DRINK.

KFC employee here🖐🏼and we technically have to charge for water cups because of inventory, but my manager usually buys water cups out of her own pocket so it won’t have a negative impact on inventory
